A Sibling for Jenna?

It’s March of 2007. We’re thinking of adopting again. We’d like Jenna to have a sibling. We look into the WIC program (Waiting International Children) at our adoption agency. This program has children with special needs and older children. In May, we fill out the paperwork to get started in the program. WIC referrals come to our agency four times per year.
